Establishment, Conspiracies & Pakistan’s Political landscape

Pakistan’s political landscape, tumultuous as ever, is characterized by conspiracies and the role of Establishment remains central to these machinations. Intensive in character the secret role is as disruptive as devious to the political arena and political actors. Opportunist politicians, however, are always trapped in the obvious strengths of Establishment which is continuously proved to be pernicious to the democratic governance in Pakistan.
Zulfiqar Ali Bhutto can be rightly given the “credit” for enhancing the role of the secret organizations to political arena in his quest to subdue his fellow politicians and to ensure their docility. Ghulam Mustafa Khar’s personal “Sins” were filed with the services of Establishment as he was the most needed first target of the Civilian Martial Law Administrator. Bhutto was on same page with Establishment until he was ousted by the Military General and the same-paged Establishment was now on the same page with the new-comer in power. The same Military General’s opposition led by Benazir Bhutto was also strengthened by the same on-page Establishment trammeling the General’s power. As Ian Talbot has noted “the ISI was to play a role in organizing them (Zia’s opponents) into a coherent grouping in advance of the 1988 elections which followed Zia’s death”. But the elected government this time again was muzzled as Benazir herself acknowledged that her one hand is tied behind her back.




The democratic interlude after Zia started with Benazir in power supported by the Establishment, but the democratic government was halted by disruptions created through Islami Jamhoori Ittehad (IJI) giving power to Nawaz Sharif. He was again trammeled through the creation of Pakistan Islamic Front (PIF) which gave power to Pakistan People party (PPP) and not the PIF. The PPP government was ended by President Farooq Khan Laghari following powerful agitations in the country and Nawaz Sharif was catapulted to power followed by his removal by General Musharraf. The Establishment this time formed a coalition of the religious parties in Pakistan in opposition to the General’s regime capitalizing over the US invasion of Afghanistan. Muttahida Majlisi Amal (MMA) was thus the outcome which led to serve the Establishment’s interests in both opposing Musharraf’s rule and civilianization of the martial law.


Establishment ---the behind the screen actor--- in Pakistan’s political landscape is thus a devious ally of politicians and the grouping is characterized by the fact that politicians, the second party to the consortium, have no choice but to follow a path designed to be considered the sole drive towards nation-building. Opinions, however, remain divided on the actual meaning of Nation-building.

UN Corner Established at the University of Peshawar

The United Nations Corner was established at the University of Peshawar on Monday. The Corner, will serve as a reference point for publications from the UN system and its partners in Pakistan.

Vice Chancellor UoP Prof. Dr. Muhammad Rasul Jan inaugurated the corner at the Central Library of the University of Peshawar. He was accompanied by Head of Cooperation Swiss Agency for Development Cooperation Dr. Stefanie Burni, Registrar Dr. Syed Fazli Hadi and Coordinator Cell for FATA Studies Prf. Dr. Hussain Sheheed Soherwerdi.
Speaking on the occasion Dr. Rasul Jan commended the great work being done by UN in Pakistan and underlined the role of Pakistan in peace building in the global arena needs to be strengthened.
Earlier the five membered Swiss and UN delegation was given a presentation about the activities of Cell for FATA Studies at UoP. The Coordinator Prof. Dr. Hussain Shaheed Soherwordi in his address on the occasion said that a Study regarding the transition for FATA into a status quo, merger wih KP or an independent unit/ province was underway in the CFS and it has been revealed that larger portion of the population was in favor of merger of FATA with Khyber Pakhtunkhwa due to the reason that they belong from same ethnic group and after becoming the second biggest unit of the country will have a larger pie of the resources in terms of royalty.

The delegation appreciated the work done by Cell for FATA Studies and showed their willingness to work jointly with them as well as the Institute of Peace and Conflict Studies of the University of Peshawar.

When the ancient Chinese decided to live in peace, they made the great wall of china,
They thought no one can climb it due to its height.

During the first 100 year of its existence, the Chinese were invaded thrice. ... 

And every time, the hordes of enemy infantry had no need of penetrating or climbing over the wall...because each time they bribed the guards and came through the doors.

The Chinese built the wall but forgot the character-building of the wall-guards

Thus the building of human character comes BEFORE building of anything else.....

Thats what our Students need today.

If you want to destroy the civilization of a nation there are 3 ways:

1. Destroy family structure
2.Destroy education
3. Lower their role models and references

1.In order to destroy the family; undermine the role of a Mother...
2. To destroy education: you should give no importance to Teacher, and lower his place in society so as that the students despise him
3.To lower the role models: you should undermine the scholars, doubt them untill no one listens to them or follows them.

For when a conscious mother disappears, a dedicated teacher disappears and there's a downfall of role models, WHO will teach the youngsters VALUES?...

Feudalism: Legacy of the Freedom Struggle

The freedom struggle to achieve the finally designed objective of Partition in the Indian Subcontinent was led by All India Muslim League for Muslims. Being less anchored in the community, Muslim league has to secure power through going hand in hand with the land owner class of the society especially in Punjab. This led to the development of a feudal class entrenched with political power thus creating a politico-feudal conundrum. Objectively utilizing capabilities to grab votes, this landowner class had limited institutionalization abilities.

Jinnah well acknowledged these incapacities. British Governor Hugh Dow once told viceroy Lord Wavell that Jinnah once told him that I will not buy the lot in five lakh rupees, to which I replied I will buy it even cheaper. Feudal structures were further strengthened by the patron-client relationship of raj and the political vacuum created after partition.  This feudalism led to the crisis of Governance in the state of Pakistan with institutional path dependency syndrome.

Tirah, Landikotal of Khyber agency is a newly opened area for polio campaigns after military operation. Anxiety among polio workers is still present due to fear and threat and the same happened with me during LQAS survey. This was a very far-flung and hard-to-reach area touching Afghanistan border, where I conducted LQAS. The only child below 5 years was brought by his elder brother who was playing cricket outside his home with friends. The child finger mark was checked and found vaccinated. Force motto is ‘safety, security and service’
PESHAWAR: The City Patrol Force was launched in the provincial capital on Thursday to respond ahead of others to any crime or emergency situation.
The launching ceremony was held at the Malik Saad Shaheed Police Lines. Chief Minister Khyber Pakhtunkhwa Pervez Khattak was the chief guest on the occasion.In his speech, the chief minister said it was a matter of great pride for him that the new force was being launched in Peshawar which is the heart of Khyber Pakhtunkhwa.
He said it was not mere policing but the introduction of the most modern police system that would curb crimes and ensure protection of life and property of the citizens.“The police reforms introduced by the PTI-led government have started yielding results,” he said, and urged the cops to work with dedication.
Inspector General of Police Nasir Khan Durrani said the ‘’City Petrol Force’’ was equipped with the latest facilities and would prove as a milestone to serve as the “First Responders” force to meet any crime and emergency situation.
Provincial ministers, members of the provincial assembly, chief secretary, secretary Home and Tribal Affairs Department, additional IGPs, DIGs and other high ranking civil and police officers attended the function.
The IGP pointed out that the ‘’First Responders’’ concept in any incident and emergency, particularly in the urban cities was in practice in all over the world where the police reached the spot in the shortest possible time.
Nasir Durrani said keeping in view this concept the City Patrol Force had been introduced in Peshawar to perform this role. The provincial police chief said initially the force would work in Peshawar city and Peshawar Cantonment and later its services would be extended to other districts of the province.
He said all the activities of the force along with pictures and conversations will be kept safe on scientific lines for record. Earlier, the chief minister formally inaugurated the City Patrol Force by cutting the tape. He also administered oath of duty to the personnel of the City Patrol Force.
A press release said the motto of the force is triple ‘’S’’ — Safety, Security and Service. its functions include first responders to all calls, hot pursuit of the troublemakers, prevention of street crimes, surveillance of anti-social elements, door knocking of persons released from  jails and proclaimed offenders, snap checking, information gathering, public facilitation and help, responding to 15 calls and SOS alerts and coordination with emergency services.
Its area of responsibility will be Peshawar city and Peshawar Cantonment which is divided into 20 beats. The 160 city patrol officers will work in two shifts of eight hours each.
The force has been provided 22 vehicles equipped with all modern gadgets and facilities including video cameras, wireless system and computers. In every vehicle four cops including a sub-inspector, two Elite Force personnel and a driver will perform duty.
A proper monitoring mechanism has also been worked out for the force and for this purpose a command desk has been established in the Peshawar Command and Control Centre in Police Station East Cantonment where the activities of each vehicle and staff are recorded. Its beat patrol log, snap checking and communication are also being recorded.
A special SIM has been installed in every vehicle which will help in showing its duty position. No vehicle will manage to go out of its jurisdiction.
The City Patrol Force vehicles also have the facilities of identity verification system (IVS), Vehicle Verification System (VVS), Criminal Record Verification (CRV), incident tagging, surveillance of persons released from jail, Tenants Information System (TIS) and traffic updates.

Gwadar Port opening on 13 Nov (Sunday )

The civil and military leadership of China and Pakistan will open international port at Gwadar on Sunday. Prime Minister Nawaz Sharif and Chief of Army Staff General Raheel Sharif will see off Chinese containers leaving for Africa.

Heads of the armed forces, diplomats, chief ministers of Baluchistan and other provinces and other dignitaries will be invited for this event in the next 48 hours.
Defying designs of India and its allies, loading of 300 containers will be completed on Saturday and they will depart from the port the next day.
To counter Gwadar, India has invested $12 million in Iran’s Chaubahar port, which is no match to Gwadar port. Baluchistan Chief Minister Sanaullah Zehri is going to China on invitation next month.

AHSAN IQBAL Met with CM Pervez Khattak and his cabinet members in Peshawar to discuss CPEC. Shared with him details of implementation on all 11 points on which we agreed on 11 May 2016 in Islamabad to redress KP's reservations about CPEC.
Explained that there was no default on federal government on any of the points. We must avoid controversies on this national project which involves our closest friend China. Also clarified that court case against CPEC will hurt KP more as foreign investors will be discouraged from investment in KP Because litigation is considered very unfriendly by foreign investors. There was good and positive discussion.

EU, Pakistan to sign 5-year strategic partnership

European Union Ambassador to Pakistan Jean Francois Cautain on Thursday disclosed that the EU is planning to enter into a five-year strategic partnership with Pakistan.
In a meeting with the members of the All Pakistan Textile Mills Association (Aptma), the ambassador stated the current relationship between the EU and Pakistan has reached a mature level and needs to be strengthened further.
He also appreciated the efforts of the government to fight terrorism and assured his full cooperation in portraying the soft image of Pakistan in EU countries.
Speaking on the occasion, Aptma Senior Vice Chairman Zahid Mazhar requested Mr Cautain to encourage the owners of big brands in the EU to divert their bulk buying to Pakistan because it is ideally placed for the production of high-quality textile goods at competitive prices.
He also sought the ambassador’s support for encouraging the EU business community to increase investments in the textile sector of Pakistan in general and technical textiles in particular through joint ventures.
After the improvement in law and order in Pakistan, Mr Mazhar said the EU should remove the travel advisory. The Aptma official stated that the textile industry is fully meeting the 27 UN conventions related to the Generalised System of Preference Plus.

Political Development vis-à-vis Feminism

Governance crisis in Pakistan is augmented by discourses often not supported by empirical evidence. Feminist discourse usually considers political development integral to root-out discrimination against women: forced marriages, domestic violence, Rape, attack on or insulting modesty of women, and honor killing. Anti-women acts are often considered to be more frequent and intense in the under-developed areas with uphold of religion. However, empirical data suggest a rather different picture.
Statistics show that Lahore recorded the highest number of anti-women offences in 2012 (134 in total), followed by Faisalabad (110) and Multan (105). In cases of forced marriages Islamabad Capital territory shows 66% increase in 2012. In rape cases Lahore was top in ranking in the same year followed by Faisalabad. In cases of honor-killing Faisalabad has the highest reported cases in 2012. Province-wise patterns show that in 2012 Punjab recorded 17% increase, Khyber Pakhtunkhwa shows 15% increase while Sindh shows 35% decline in anti-women offences. Baluchistan reported only three cases in the year 2012.

The above data shows that Islamabad being the most developed area in Pakistan recorded highest rate of forced marriages, Faisalabad the third largest economy of the country showed the highest rate of offences against women and Punjab the most developed province of the country shows highest frequency of anti-women crimes. Resultantly it can be stated that political development is not a panacea to anti-women crimes and under-development or religion is not necessarily the cause for such offences.
