Pakistan-Turkey FTA (Free Trade Agreement) talks to conclude by December

Turkish Consulate Commercial Attaché in Karachi Murat Mustu has said that negotiations for a free trade agreement (FTA) between Pakistan and Turkey are planned to be concluded by December this year, which will be followed by the signing of the agreement.
Giving a presentation on the subject “Recent developments in Turkey and Turkey-Pakistan FTA negotiations” during a visit to the Karachi Chamber of Commerce and Industry (KCCI), Mustu revealed that representatives of the two countries would meet in Istanbul by the end of October to review the request lists.

He looked fairly optimistic that after the FTA came into force, the trade between Pakistan and Turkey would improve substantially and the pact would prove beneficial for both.
Terming it a “new generation FTA”, he said the agreement focused on liberalisation of trade in goods and services as well as investments.
Turkey has so far signed FTAs with 23 countries whereas talks with 14 others, including Pakistan, are under way.
Mustu disclosed that Pakistan’s Ministry of Commerce would hold meetings for public consultation in Karachi and Lahore on October 4 and 6 respectively to gather suggestions and recommendations from relevant stakeholders on free trade with Turkey.
Earlier, KCCI President Younus Muhammad Bashir highlighted that Karachi, which contributed more than 65% of revenue to the national exchequer, was an attractive place for Turkish investors and they could make maximum profit by setting up businesses or undertaking joint ventures.
“The Karachi Chamber is keen to strengthen trade ties and explore new trade prospects with Turkey as Pakistan’s improved relations and enhanced commerce with countries like Turkey will help in dealing with the economic crisis and ensure prosperity for both nations,” he said.
In 2015-16, Pakistan exported commodities worth $215 million to Turkey while its imports stood at $249 million.
Bashir saw a huge potential for enhancing bilateral trade by exchanging more commodities of interest between the two countries.
Turkey imports pearls and precious stones, pharmaceuticals, cotton, man-made filaments and cereals from other parts of the world. “Pakistan can target Turkey as its potential export market for all these commodities,” he suggested.
Bashir was of the view that both countries also had room for joint development and technology sharing.
They could further strengthen cooperation in the area of defence with the exchange of state-of-the-art equipment.

Pakistanis to have better quality fuel ‘RON 92’ from Mid October

Pakistanis will have high quality fuel RON 92, or one better than it, from mid-October this year as all refineries and oil supplying/importing companies have been finalizing their strategies to upgrade the RON 87 (lower quality fuel) to higher grade RON 92.

Only one refinery, PARCO, out of the six operational refineries in Pakistan produces RON 92 grade fuel, which leads the country to import this high quality fuel from other countries.

The federal petroleum minister, Shahid Khaqan Abbasi, had clearly directed all the oil supplying companies to provide high quality fuel to Pakistani people instead of RON 87 from end of September, 2016.

This quality petrol (RON 92) would be slightly more expensive compared to RON 87. However, sources said the government will fix the litre-price of the higher grade fuel.

The prices of RON 92 would be costlier by Rs 6-10 when compared to the super petrol being sold at the petrol pumps, according to these sources.

The spokesman of the country’s state owned company, Pakistan State Oil (PSO) said, “the company will be fully complying with government instructions. The government had said that after September and mid-October, 2016, no import of any grade less than 92 will be allowed. The company will be fully following the instructions and bringing better quality fuels shortly.”

A group representing the FPCCI asked the government to immediately introduce Euro-standard petrol as Pakistanis are using dirtiest petrol – RON (Research Octane Number) 87 – which is otherwise only used by Somalia.

The difference of price between RON 87 and quality petrol is less than three rupees per litre but it is not being imported, the official said.

Quality petrol RON 92 and RON 94 etc is not only environment-friendly but would also save automotive repair costs as the consumption on petrol in country is up to 17,000 tonnes per day, in which over fifty percent is consumed by motorcyclists.

Some stakeholders want government to allow petrol sale of three different qualities with 87, 92 and 95 RON with price differential to allow various consumer groups to have a choice according to their purchasing power.

However, experts say that the sale of high quality petrol can lead to blending and adulteration in the market, which will go against the interests of the masses. The higher the RON, better the quality and engine performance and cleaner environment, specially for new cars.

The shining light for Pakistani Auto Enthusiasts shimmers bright as the Pakistani government is finally interested in bringing this European automaker in. Prior to this, by taking help of Korean Hyundai, Dewan Farooq had tried to compete with the Big Three, but instead of gaining something, his entire venture was demolished on its face. Probabaly, VW will consider the automobile past of Pakistan and a local partner will be chosen.
To assemble their bikes in Pakistan, Yamaha took more than 5 years and it is a bike company. Subject: clarification about Aqeedah bank

Dear Shiraz Shahib
Assalamu Aalikum
Please email this to Mr. Umer Cheema, The News, Islamabad immediately and confirm. His telephone Number is 0300-5147069.

Dear Mr. Umer Cheema
Thank you for your email which I have received through my Islamabad office. I immediately responded on telephone and explained the position to you on 11th September 2016. As desired by you, I am confirming my position through this email.
Mr. Ahmed Idris Nasreddin is a very close and old friend of mine. He originally comes from Eritrea but is settled in Milano, Italy. He is a leading business man, ex-diplomat and a philanthropist. Aqeedah Islamic bank was his family bank and was involved exclusively in financing his family business in Italy, Nigeria, Turkey and other places. It was 100% owned by him and I did not have any share in it or any financial stake. Because of my position as an economist and one who has been involved in the development of Islamic Economics, I had been advising him on the sharia compatibility of the financial operations. This relationship has been honorary and there had not been any financial involvement of any kind including any fee or traveling expenses.
Mr. Ahmed Nasreddin was hit by the American and UN sanctions imposed after 9/11 and all his business enterprises in Italy and elsewhere were hit by these sanctions. He however challenged these sanctions through court of law and successfully vindicated his position through court judgement. The UN sanctions were withdrawn and he and all his enterprises de-listed in 2007. Aqeedah Islamic bank was also closed down in September 2001 while his other enterprises had been reactivated and operationalized, Aqeedah bank remains dormant and closed.
This makes it clear that my own involvement had been only in the nature of honorary consultation and had no foothold in the bank, financial or administrative. The question of declaration in respect of tax returns does not arise in such a case at all.
Thanking you.
Yours sincerely
Prof. Khurshid Ahmad

Shanghai Electric to buy K-Electric for $1.6 billion

Chinese multinational Shanghai Electric is set to buy the utility serving Pakistan’s biggest city of Karachi, in a US$1.6 billion deal that will be the biggest private-sector acquisition in the country’s history.
Shanghai Electric to buy K-Electric for $1.6 billion

China is stepping up investment in its South Asian neighbor as part of a $46bn project unveiled last year that will link its western Xinjiang province to Pakistan’s Gwadar port with a series of infrastructure, power and transport upgrades.
"We have received the public announcement of intention for acquisition of up to 66.4 per cent of the shares of K-Electric Limited by Shanghai Electric Limited," a Pakistan Stock Exchange notification said.
The Karachi Electric Corporation, set up in 1913 as a public-sector company, was sold to Saudi Arabia’s Aljomaih Group in 2005, who in turn sold it to the UAE’s Abraaj Capital.
"Chinese interest is tremendous in Pakistan and the new deal would be quite attractive to strengthen cooperation under CPEC," said Taha Javed, director of research at Alfalah Securities, referring to the China-Pakistan Economic Corridor.
"It is the largest ever private-sector acquisition in Pakistan," said analyst Zeeshan Afzal, executive director at Insight Securities.
Pakistan suffers from major power shortages that sap economic growth. Analysts hope the Chinese acquisition can improve the utility’s efficiency and reduce blackouts.

China to upgrade Pakistan’s 1872 kilometers railway trackUnder the China-Pakistan Economic Corridor (CPEC) program, some 20 Chinese engineers have arrived Pakistan for creating a pattern of a railway track. The length of this track will be 1872 kilometers, and it will connect Karachi, Peshawar, and Havelian. The engineers will collaborate with the team of Project Implantation Unit (PIU) to complete the railway track design by December 2016.
The feasibility report for the up gradation of the railway track from Karachi to Peshawar and Havelian has already been created.

According to the sources, the design will suggest the points where the new track needs to be laid and the places where the level crossings need to be constructed. The conditions of the flyovers will also be shown in the design. A double railway line will be built between Peshawar and Rawalpindi. It has been decided to increase the axle load of the train from the old weight of 22.6 ton to the new weight of 25 ton.
In the same way, the number of train platforms will also be increased under the CPEC program so that the train would not stop outside the platform and the passengers could sit on the train from the platform.
According to the sources, the Chinese engineers met with the senior officials of the railways while 20 more Chinese engineers will arrive Pakistan in the coming days.
A report will be created within four months after the completion of the design. Work on this project is expected to be started from the next year. After the conclusion of the design, the cost of the project would be estimated, after which, an international tender would be issued.
It has been decided to start a high-speed train from Lahore to Multan that would run at a speed of 160 km per hour. The train between Multan and Karachi would operate at a speed of 120 kilometers per hour. The speed of the trains will be increased step-by-step.
