Sir ! 
 your efforts are much appreciated. However, sending more 10,000 PhDs, abroad, without having the capacity to utilize them would be merely waste of the public money. We already have a large number of foreign qualified returned scholars. How many of them have been utilized? How many of them have been funded to estab...lished laboratories? Do they have the facilities to conduct similar research activities? As I mentioned last time, we have decade’s old equipment in the labs, not capable of performing single experiment to undergraduate students, let alone research. I think we are now in the position to move toward step 2 that is equipping universities with modern state of the art research facilities to utilize the already returned scholars. Why are we paying tuition fee in other countries? Why not use the same money to improve the condition of our laboratories at home? Establishing a laboratory at home will help us in training hundreds and thousands of scholars at home, at par with the international standards. Why aren’t we enhancing our indigenous PhD program? Why aren’t we increasing their stipend from 10,000PKR per month (Even the pocket money of the school kids has been raised to this much) :(   to a least 80,000PKR (still half of the stipend of the scholars sent abroad). Please revisit your policies on Higher Education, they are not even close to good!
